LA TECNOLOGÍA DIGITAL EN LA GESTIÓN OPERATIVA DE LOS CONSEJOS COMUNALES DENTRO DE CONTEXTOS GUBERNAMENTALES

Resumen

La investigación tiene como objetivo analizar el proceso de automatización de la gestión operativa de los consejos comunales en los municipios Michelena y Ayacucho del estado Táchira en Venezuela, dentro de contextos gubernamentales. El estudio se desarrolla a través del paradigma cuantitativo, sustentado en un estudio de campo y de nivel descriptivo. La población está constituida por la totalidad de los consejos comunales desplegados a nivel nacional, La muestra seleccionada en este estudio está conformada por dos (2) consejos comunales, pertenecientes a los municipios mencionados. Se aplica un cuestionario con 22 ítems, con dos partes, la primera de 7 ítems y dos alternativas de respuesta SI y NO, los cuales respondían a la dimensión Organización informativa; la segunda parte con 15 enunciados con opciones de respuesta: tipo escala de Likert de la dimensión Gestión operativa, el cual ha sido validado a juicio de expertos. Los resultados arrojan que es necesario digitalizar la gestión operativa de los consejos comunales para organizar la data y procesar gestiones con los entes gubernamentales. Por dichas razones, el autor sugiere el uso de las tecnologías informáticas, el AppSheet, una de las nuevas herramientas tecnológicas de Google workspace para la digitalización territorial.

Abstract:

The research aims to propose a program, through digital technology, based on the automation of the operational management of community councils in the municipalities of Michelena and Ayacucho in the state of Táchira in Venezuela, within governmental contexts. The study is developed through the quantitative paradigm, based on a descriptive field study. The population is constituted by the totality of the communal councils deployed at national level. The sample selected in this study is conformed by two (2) communal councils, belonging to the mentioned municipalities. A questionnaire with 22 items was applied, with two parts, the first with 7 items and two answer alternatives YES and NO, which responded to the informative organization dimension; the second part with 15 statements with answer options: Likert scale type of the operative management dimension, which has been validated by expert judgment. The results show that it is necessary to digitalize the operational management of the community councils in order to organize data and process procedures with governmental entities. For these reasons, the author suggests the use of information technologies, the AppSheet, one of the new technological tools of Google workspace for territorial digitalization.
